Will Kratt, President

Will is civil engineer with ISG. 

Todd Mandel, Vice President

Todd serves as the Community Development Director for Couleecap, Inc where he oversees housing and economic development work. A passion for moving communities towards social justice and equity for all drives his involvement with the LNDC.

Teri Wildt, Secretary

Teri Wildt is the director of community engagement for Mayo Clinic Health System – Franciscan Healthcare. She is a life-long resident of the region and is passionate about revitalizing La Crosse’s neighborhoods. Her prior work experience includes fundraising and property management.

Nick Roush, Treasurer

Nick is a Yoga Teacher, Developer, North La Crosse Business Association President & Life Long La Crosse Resident.  I have a passion for doing good things for La Crosse!  Whether it's building community and personal empowerment through yoga teaching or building community through quality development, I'm proud to be making a difference in the place I call home.  I was drawn to the LNDC because I feel our organization has the potential to make a difference for La Crosse in a way no other can.  We have a great collection of talent and passion for La Crosse.  I look forward to its success!

Sr. Helen Elsbernd

Helen Elsbernd is currently serving as the Vice President of the Franciscan Sisters of Perpetual
Adoration (FSPA). She has spent 25 years in higher education; the majority at Viterbo
University. For the past 35+ years, she has held senior level administrative positions in higher
education, in the FSPA community, and at a retreat and conference center. She currently is a
board member of the Mississippi Valley Conservancy, Mayo Clinic Health System Franciscan
Healthcare, and St. Anthony Regional Hospital Foundation in Carroll, IA.

Jim Fowler

As Principal and Lead Estimator of Fowler & Hammer, Inc., Jim maintains a passion
for improving our community through green initiatives and sustainable building
practices. The LNDC fits within his desire to see La Crosse remain a great place to
live and work.

Tim Kabat

Tim Kabat was elected the 42 nd Mayor of La Crosse in April 2013.
Mayor Kabat serves as the Chief Executive Officer for city operations, including oversight and
management of the city’s 17 departments and 520 employee workforce. He develops and manages the
$71 million annual operating budget, long-term borrowing, and debt service for the city.
Prior to becoming Mayor, Tim’s work experience included Executive Director of Downtown Main Street
Inc., 2010 to 2013; Associate Lecturer at the University of Wisconsin at La Crosse in Microeconomics &
Public Policy, 2011 to 2012; City of La Crosse Planning and Development Administrator, 2003 to 2010;
Agency Relations Director for The Nature Conservancy in Madison, 2002 to 2003; Senior Planner for the
City of Madison, 2000 to 2002; Sauk County Planning and Zoning Administrator, 1995 to 2000.

Mayor Kabat is a graduate from the University of Wisconsin at La Crosse with a Bachelor’s Degree in
Business Administration. He attended graduate school at the University of Illinois at Urbana-Champaign,
graduating with a Masters in Urban and Regional Planning.
